Lecheng Global Specialty Drug Insurance 2026 Opens Enrollment — Up to 149 Innovative Drugs & Devices

On 4 August, the launch event “Boao Lecheng · City of Health Hope — Lecheng Global Specialty Drug Insurance 2026” was held in Haikou. The Hainan Free Trade Port Boao Lecheng Global Specialty Drug Insurance 2026 edition went live and opened for enrollment.

The product is a inclusive supplemental medical insurance initiative supported by the Boao Lecheng International Medical Tourism Pilot Zone Administration, the Hainan Office of the National Financial Regulatory Administration, the Hainan Provincial Healthcare Security Administration, and other agencies.

It focuses on reimbursement for advanced care in the Lecheng pilot zone—covering international innovative drugs, domestic oncology targeted therapies, and inpatient costs in the park—to ease the “unavailable / unaffordable” gap for specialty and innovative medicines. This year, in partnership with the Hainan Women’s Federation, it adds a women-focused specialty-drug module for more targeted women’s health protection.

First launched in 2020, Lecheng Global Specialty Drug Insurance was China’s first health-insurance product to include overseas-marketed drugs not yet listed on the mainland. Continuous upgrades have improved access to international innovative drugs and devices at inclusive prices and offered a workable reimbursement pathway for overseas specialty drugs used domestically.

To date it has helped 841 cancer patients with claims totaling RMB 32.95 million, with an average annual combined loss ratio of about 60%. Overseas specialty-drug cooperation now covers 96 projects across 60+ pooling regions nationwide (including Beijing and Shanghai), reaching over 117 million people—an important practice supporting Healthy China and the Hainan Free Trade Port.

Director Fu Sheng of the Lecheng Administration said multi-tier medical security is essential to affordability and to Free Trade Port development. After six annual iterations, the product helps more patients afford international innovative therapies. Lecheng has also worked with insurers on boron neutron capture therapy and cutting-edge biotech specialty covers, extending protection from specialty drugs to advanced procedures, and will keep expanding payability and exploring cross-border insurance models.

Tang Hua, Chair of the Hainan Women’s Federation, said the partnership aims to turn Lecheng’s policy advantages into women’s health benefits and close the last mile for serious disease care—building a closed-loop “Her Health” barrier and filling a gap in women-specific financial protection models.

Two patient family members shared outcomes: Ms. Wu described smooth claims support after her spouse’s liver-cancer treatment; Mr. Wang said advance enrollment helped cover targeted-drug costs for his mother’s lung cancer and that he would recommend the product to others.

Product briefing

Wei Siyang, general manager of Kunpeng Insurance Brokerage (Hainan) Hainan Branch, detailed the 2026 refresh. Plan A (RMB 49/year) covers 120 specialty drugs (50 domestic + 70 clinically urgently needed imported drugs) across oncology, hematology, rare disease, transplant-related, and immune-related uses. Plan B (RMB 99/year) upgrades Plan A with 14 clinically urgently needed imported devices plus Lecheng inpatient medical coverage; device indications span oncology, hypertension, cardiovascular disease, bone/joint and tissue repair, ophthalmology, and hearing.

This year also opens a cross-border payment channel and bilingual enrollment pages, formally including foreign nationals in China. An optional women-focused specialty-drug add-on (RMB 10/year) covers 15 women-specific drugs (including breast, cervical, endometrial, and ovarian cancer indications) plus 23 women-focused health-management services.

Enrollment remains low-threshold—no age, occupation, or health-status limits; people with pre-existing conditions may also enroll. Eligible groups include Hainan household-registration residents, Hainan ID holders, Hainan basic medical insurance enrollees and their immediate family, “new residents” holding a valid Hainan residence permit for one year or more, and foreign nationals in China.

Nine institutions were named designated providers, including Ruijin Hainan Hospital, West China Lecheng Hospital, Shulan (Boao) Hospital, Hainan Meinian Hospital, Boao Lecheng Aier Eye Hospital, Hainan Kapok Hospital, Forever Fortunate (Hainan) Hospital, Yingyi International Medical Center, and Hainan Medical University First Affiliated Hospital Lecheng Hospital (Ciming Boao International Hospital), offering dedicated health management and green-channel services for enrollees.

Officials from the Hainan Women’s Federation, provincial healthcare security and drug regulators, Lecheng administrations, and leaders from multiple property/life insurers in Hainan attended the launch.

How to verify Lecheng Global Specialty Drug Insurance 2026

  1. Use the current public enrollment channel published by Hainan authorities, the Lecheng administration, or the underwriter—do not rely on an unverified QR code.
  2. Before paying, check the covered list, exclusions, and designated hospitals.
  3. Whether a foreign national can enroll, and how claims are paid, follows the policy wording—not a social-media post.

The Boao Lecheng International Medical Tourism Pilot Zone, approved by the State Council in February 2013, pilots franchised medical care, oncology, health management, rehabilitation, and aesthetic medicine—aiming for “three synchronizations” of technology, equipment, and drugs with international standards as China’s only medical-sector opening pilot zone.
